Is xstarter still alive? Maybe there are other forums that are active, maybe in other languages?

I think it is certainly dormant :)

I'm interested to know if Alex (the author) would be up for open sourcing xStarter as I would like to be able to add features.

me too, of course, anyway it's clearly stated in some FAQ "do not ask for sources", sad enogh

I am also interested in continuing Xstart work and support. I think it is an outstanding app.
